General Office of the State Council issued [2014] No.19 document---“Several Suggestions about Supporting the Stable Growth of Foreign Trade” on May 4, 2014 to emphasize that “the government supported foreign trade comprehensive service enterprises to provide professional services for small and medium-sized enterprises” and to appeal provinces to cultivate and support similar new business formats of foreign trade.
